PLANT (MFG) CONSTRUCTION Praxair will build a hydrogen plant at Motiva Enterprises' Port Arthur, Texas, refinery. The facility will be tied into Praxair's Gulf Coast pipeline system to supply other customers as well. Motiva, a joint business of Shell Oil and Saudi Refining Inc., will use the hydrogen to produce lubricants and low-sulfur gasoline and diesel fuels. The 100 million-cu-ft-per-day plant is to be completed by 2004. Last year, Praxair announced plans to add 300 million cu ft of hydrogen capacity to its 300-mile pipeline system, doubling its Gulf Coast capacity.
